Project Coordination Unit was with the decision of the City Administration of Mostar (numbered 01-1768/98), as the borrower, established on 1st December 1999. Approval for the appointment of the procurement officer the Bank gave on 23rd December 1999. Till the establishment of the Project Coordination Unit, the Old Bridge project had been handled by the "Stari Mostar" Foundation. The operation of the Project Coordination Unit in a way represents a continuity of the assignment with the ultimate goal of the Old Bridge restoration, namely the cultural heritage of the city in a wider perspective. So as for procurement we shall summarize the activities of the Foundation, which have been covered in its report on the occasion of its cease of operation and which has been presented both to the Project Coordination Unit and to the public as well.

 

It deals with the following procurements of the goods and works:

        Purchase of the tenelija stone and its transport and the duly storage;

        Furnishing of the Project Coordination Unit, namely:

a.       Rent and adaptation of the premises

b.      Purchase of a car

c.       Purchase of computers (2 pieces)

d.      Purchase of the office furniture

e.      Telephone lines and the Internet connection

 

For the abovementioned purchases Project Coordination Unit raised the question of retroactive financing with the World Bank. As far as procuring activities of the Project Coordination Unit in 1999. are concerned, it can be divided into two basic groups, namely:

 

        National shopping

        Procurement of the consultant services by way of International Competitive Bidding  (IJN-ICB)

 

National shopping

Procurement of the goods according to the national shopping principles has been applied to the following concrete goods:

Computers for the employees in the Project Coordination Unit (6 pieces) and the accompanying equipment, which has been amended with the UPS units

Office material and petty office equipment (coffee-making machine, a calculator, refrigerator, vacuum-cleaner)

Indispensable payments for the services of post office, electric energy bills, fuel bills.

For the abovementioned procurement Project Coordination Unit has followed a sound public customer practice and it was completely approved by the World Bank.

 

Procurement of the consultant services by way of International Competitive Bidding  (IJN-ICB)

As to this procurement, it was described in detail in tables which make up this report. Here it deals with particular activities planned in the Bank procedures, which have been approved by the Bank, and which are indispensable for certain works to be accomplished in the best way possible for the Project. The report covers the following procurements of the works:

 

1.       Geological investigations, surveying of the abutments and pathological analysis

2.       Cutting of the tenelija stone which has been stored at “Komos” city dump

3.       Design, photogrametry and calculations for the Old Bridge in Mostar

4.       Identification on ancient construction materials and determination of new construction materials for the Old Bridge

5.       Design, reconstruction of the towers Tara and Halebija

World Bank has not adopted the proposal for the short list of consultants put forth by the PCU in the document dated 13.04.2000. PCU has set up the short list comprising only the the local companies and that is why It has not been approved by the Unesco and the World Bank.

 

Invitation for expression of interest was published on 14.06.2000 in Development Business and in the local newspapers of "Dnevni Avaz" and "Slobodna Dalmacija".

 

The bidding documentation is harmonized with the World Bank.

Part of the stone quantity amounting 400 m3 of the commercial stone was procured by "Stari Mostar" Foundation and the stone was duly deposited in the appropriate storage. As the World Bank has not planned the financing from the IDA of this procurement, and the need was ascertained for the quantity bigger than the quoted one, in consultation with the World Bank we seek the best way to implement this specific procurement relating to one historical source and the limited quantity of the remaining supplies.
Bidding documents have been prepared and they have been commented by the World Bank, for the announcement we wait for the approval of the International Committee of Experts of UNESCO.

The abovementioned documents Project Coordination Unit sent to the World Bank for comments and the Bank approved them.

The short list of companies to which  the bidding documents have been sent has been set up the Stari Mostar Foundation. Pre-bid conference has been held on 5th August 1999. The bids should have been delivered up to 24th August, but that deadline has been delayed two times, once at the request of the director and the deputy, and the second time on the request of the Turkish bidder Yeralti Aramacilik. After establisment of committee in the composition of:
1. Rusmir Čišić, PCU director
2. Anton Novak, PCU deputy director
3. Gilles Pequeux, EC technical consultant for the PCU
4. Milan Gojković, UNESCO expert
5. Anto Šain, PCU procurement officer
the commission set down to estimate the bids on 3rd December 1999. The Bank had certain questions which PCU duly answered, and the selection of the contractors was soon confirmed. 

The procurement in question has been contracted in an amount of 1 308 449 German marks.
