Works in the first six months of 2002 have necessitated big
efforts by the Project Coordination Unit in the realization of all the set
assignments. The plan of activity for the past period has run in the following
order:

Completion of the works at the foundations of the bridge
2.
Completion of the works in the archaeological excavations of the
towers and the structures between the towers – the bridge
3.
Testing of the underground waters below the towers

Completion of the project documentation for the towers ““Tara””,

1) Completion of the works at the foundations of the bridge
The Old Bridge foundation repair was implemented by the Turkish
company Yapi Merkezi.
Contract numbered 001/2002 was signed on 26th April
2001.
In accordance with the contract the works were to be completed
on 30th October 2001.
Owing to the changes in the project, and the additional
requirements by the UNESCO, the works were extended till 1st
February 2002.
The Project Coordination Unit met all the necessary requirements
by the experts of UNESCO, aware that the quality of the works constitutes the
primary interest of all the participants in the project.
Project Coordination Unit engaged a special company which has
implemented the underwater survey of the foundations of the bridge. With the
survey of the photographic documentation you may draw a conclusion that the
repair of the foundations was carried out successfully and conforming to
high-quality standards.
A special emphasis was made to take care of the environmental
aspect.
In the final cleaning of the Neretva riverbed, at the locality
of the Old Bridge, Yapi Merkezi has carried out the complete cleaning of the
riverbed, removing every item, anchor, tube, bar, and so forth.
When the works on the bridge foundation repair were finished,
Project Coordination Unit set up a committee for the technical delivery of the
works:

The committee set out to check the comprehensive documentation
in detail, and then it has taken into consideration as well the video footage
of the underground survey of the foundations of the bridge.
The committee stated that the comprehensive documentation has
been prepared thoroughly and well.
Then a site tour followed, where we on the very spot stated that
the works have been executed well and successfully.
According to the order of the Project Coordination Unit Yapi
Merkezi
company has left the šipove[DP1] for the future façade scaffolding which will be used for the
repair of the bank walls.
In the Technical assistance has been prepared the minutes on the
technical delivery, which has been signed by the Project Coordination Unit,
supervision of the works, contractor. The experts of UNESCO have not signed the
abovementioned minutes.
Representatives of UNESCO deem that UNESCO is the expert
consultant in the project, and that they are not the signatories of the minutes
of the technical delivery of the foundations of the Old Bridge.
The Project Coordination Unit has accepted the explanation of
Mr. Pressoyre, and in such a way brought the operation of the Old Bridge
foundation repair to its end.
2) Archaeological works at the “Tara” and “Halebija” and the
adjacent structures between the bridge and the towers
On 27th December 2001 NCB 006/2001 contract was
signed, called “Works necessary for the archaeological investigations at the
locality of “Tara” and “Halebija” towers by the Old Bridge in Mostar”.
The contract was signed with the “Grasa” company from Zagreb.
With the archaeological works the designer Omega Engineering has
received the answers to many questions, which have been previously unresolved
while preparing the project documentation for the abovementioned structures.
The works on the archaeological excavations were ended by the end of February
2002.
The archaeological study was completed by the Omega Engineering
company.
The supervision on the works was implemented by Mr. Tihomir
Rozić (Project Coordination Unit Mostar).
The complete documentation was submitted to revision on 10th
June 2002 to UNESCO in Sarajevo.
3) Contract numbered CCS 06/2002
The complete subject covers:
1. The monitoring of
the underground waters of the Neretva river and the walls of the Old Bridge in
Mostar
2. Testing of the
underground waters in the area of the Old Bridge and the “Tara” and “Halebija”
towers
3. Geotechnical
conditions of the foundations of the “Tara” and “Halebija” towers
During repair of the foundations of the Old Bridge in Mostar,
monitoring has been installed, containing 3 (three) piezometers on the right
hand side, one piezometer on the left side and one inclinometer and one
extensiometer respectively in the walls of the bridge at each side. With this
monitoring are continually recorded the oscillations of the underground water
level and the Neretva river as well and the displacement of the walls too and
the ground rock of the Old Bridge.
All the measuring data are stored in the central memory of the
data logger in the digital form. All the measurements are taken automatically
and simultaneously with the option of adjusting the intervals of the
measurement from 1 to 999 minutes.
For the period till the start of the building of the arch, it is
recommended to have the measurement interval of 15’.
With the point one (1) is covered:

monitoring system

outstanding interpretations

final interpretation
Testing of the underground water is considered to be a very
important assignment. In the documentation on the accomplished investigation
works, which were prepared by the “Yeralti Aramacilik” and “Conex” there are
indications of existence of a vodonosni horizont[DP2] at the points
which correspond to the zones of the ground rock of the towers at the right
riverbank and the upper part of the wall filling.
As well it was predicted to pour minor quantities of the
underground water marker (Na – fluorescene), to take the water samples and to
carry out the laboratory tests of the presence of the marker in the samples.
The results of the abovementioned works and the interpretation
of the results of the monitoring will enable the definition of the influence of
the underground water to the “Tara” and “Halebija” towers and to the walls of
the Old Bridge. Regarding that point, the most appropriate locations for the
preparation of the horizontal drainage will be determined.
Geotechnical conditions of the foundations of the “Tara” and
“Halebija” towers
Data on evaluation of the geotechnical conditions of the Tara”
and “Halebija” tower foundations are found in the documentation of the
investigation works for the Old Bridge. and the implementation documentation of
the repair of the Old Bridge foundations.
Holes which have been excavated in the archaeological
investigations will be used for the thorough geotechnical surveys with the
geotechnical classification and no less than 10 soil samples for the laboratory
tests will be taken.
The prepared masterplan will contain all the relevant analyses,
calculations, graphic attachments, based on which the competent evaluation of
the geotechnical conditions of the “Tara” and “Halebija” tower founding will be
made.
4) Completion of the project documentation for the "Tara"
and "Halebija" towers and the structures among the bridge - towers
At the very beginning of the project documentation preparation,
Omega Engineering requested to set down to archaeological investigations
urgently.
Technical assistance was not prompt in that moment, but the
archaeological problem was tackled as late as 30th August 2001
when Project Coordination Unit strongly requested from the Technical assistance
to prepare an assignment for the archaeological investigations. Project
Coordination Unit immediately launched a tender for the works relating to
archaeological investigations.
“Grasa” company was awarded the realization of the works in the
field of archaeology, and the Omega Engineering company put down a detailed archaeological
study, which accelerated the completion of the comprehensive tower project.
On 26th June 2002 Omega Engineering submitted the
whole project to the revision of UNESCO. With the completion of revision of the
project, Omega Engineering company will submit the documentation for the tender
of building towers.
With it the first part of the contract is over, whereas the
other part of the contract consists of supervision on the building of the
towers and the structures by the towers and the bridge.
Supervision is accomplished as well by the Omega Engineering
company (preparation of the contract).
5) Announcement of the pre-qualifications for the building of the
"Tara" and "Halebija" towers and the structures for the
towers and the bridge.
Since the World Bank approved the advertisement announcement,
Project Coordination Unit published the announcement in the local newspapers:
“Avaz” and “Večernji list”.
World Bank published the advertisement in the Development
Business.
In the advertisements were defined and provided all the
necessary information. The submission of documents was planned to take place on
5th July 2002, but due to the short deadline the participating
companies asked for an extension till 12th July 2002. As World Bank
approved the extension, the deadline was postponed to 12th July 2002
till 2 p.m.
UNESCO appointed its expert who is going to participate in the
tender committee as well.
6) Selection of the companies for the building of the bridge
In the pre-qualification process of the companies for the
building of the bridge, it is familiar that out of eight registered companies
three companies were approved:

2. Quelin – from
France
3. Pontello –
“Hidrogradnja” a joint venture (Italy – Bosnia and Herzegovina)
On 12th February 2002 the opening of the submitted
bids by the abovementioned companies took place. Analyzing the abovementioned
bids, the tender committee stated that the most favourable bid belonged to
Turkish company ER-BU, and that the bid amounted 2.105.000, 00 USD.
On 15th February 2002 World Bank sent its approval,
thus confirming that the building of the Old Bridge in Mostar was to be
entrusted with ER-BU company. Project Coordination Unit duly informed the
company on the job awarded.
ER-BU company sent on 10th March 2002 its first crew
which started the first preparations.
Completion, the ceremony of signing of the contract, Project
Coordination Unit on 19th April 2002 sent to the ER-BU company a
letter of proposal, where it suggested the preparation of the necessary
documentation:

ER-BU accepted the proposal of the Project Coordination Unit,
and it set down to the preparation of the abovementioned documentation.
With the selection of the supervisor, the abovementioned
documentation was ready to be checked by the supervisor, and to be approved for
realization of the individual parts.
Project Coordination Unit as well set down to prepare the
contract, in order to sign it with the Turkish company ER-BU as soon as
possible.
The formal ceremony of signing the contract was effectuated on
17th April 2002.
This historical act was accomplished in the presence of a large
number of invitees. In addition to the representatives of the World Bank,
UNESCO, Aga Khan, the ceremony was attended by a high number of ambassadors
accredited in Bosnia and Herzegovina and the representatives of the authorities
of the state of Bosnia and Herzegovina and Bosnia and Herzegovina Federation.
As well we have to stress that the abovementioned gathering was
attended by the representatives of the donor countries as well.
At this formal ceremony the Ambassador of Republic of Croatia,
formally handed in the donation of his country, for the building of the bridge,
amounting 500.000 USD.
This moment was specially welcomed.
In his speech Ambassador of Republic of Croatia highlighted the
great importance of the building of the bridge in the creation of friendship
between Bosnia and Herzegovina and the Republic of Croatia, and towards
establishing extremely good interpersonal relationships in these areas[DP3].
On 27th June 2002 the City of Mostar was visited by
the president of Italy. In the protocol of the visit it was planned to start
the chiselling stone operation. The ceremony went in a nice and friendly
atmosphere.
We believe that the Turkish company ER-BU grasped the importance
of this world-class project, and that it will meet fully the contracted
obligations.
7) Selection of the companies for the supervision at the building
of the Old Bridge
On 25th April 2001 we announced an advertisement for
the expression of interest of the companies for the supervision.
The final date of announcement was 16th May 2001.
For the supervision registered 20 companies, and the tender
committee composed of representatives of Project Coordination Unit and UNESCO,
appointed a short list of 6 companies:

The abovementioned companies were approved by the World Bank for
the submission of the technical and financial bid for the abovementioned
assignment.
On 7th March 2002 the opening of the four submitted
bids took place, namely:

The evaluation of the submitted bids was made by the tender
committee in the following composition:

The bid of the “Arcoing” company was evaluated with very low
marks, since from their bid the experts from Slovenian institute had been cancelled[DP4], and those experts
constituted the real strength of this joint venture.
Owing to the experts of the abovementioned institute in the
pre-qualification process, “Arcoing” company managed to be short-listed, and
thus met the pre-qualification requirements. Why they wanted to deceive the
tender committee, UNESCO, World Bank, it was not clear to us.
The remaining companies received good marks from the Project
Coordination Unit, namely its members, whereas the marks of the experts were
catastrophic.
Compiling the final report for the World Bank, it could draw a
conclusion that in the grand total over 70 points had the “Bonifica” company
from Italy, whereas the other companies BGS, Omega Engineering were thrown out
of the further competition. Aware that in accordance with the procedures of the
World Bank it is not possible to analyze only one company, and to open up only
its financial bid, Project Coordination Unit representatives immediately sent a
letter to the World Bank, stating that the work of this committee was not
regular and successful and required from the World Bank to set up a new
independent tender committee. World Bank asked for the comprehensive technical
documentation of the companies which had submitted their technical bids.
After a detailed analysis World Bank made a decision to set up
an independent tender committee.
As the new members of the tender committee were appointed:
Prof. Mr. Amir Pašić – Istanbul, Turkey
Mrs. June Taboroff – United States of America
Mr. Miljenko Domijan – Croatia
New tender committee sent its evaluation tables, and provided
its comments to the Project Coordination Unit, and the Project Coordination
Unit addressed all the documentation to the World Bank.
Approval for the technical evaluation of the abovementioned
companies World Bank sent on 1st May 2002.
On 7th May 2002 at 12 o’clock in the premises of the
Project Coordination Unit the opening of the financial bids of the
abovementioned companies took place.
The prepared report of the technical and the financial bid
proveded the following order of the companies:
1. BGS
2. Omega Engineering
3. Bonifica
On 9th May 2002 World Bank approved the negotiations
on contract with the BGS company.
Project Coordination Unit immediately started negotiations and
out of eight problematic points very quickly harmonized the first seven points.
The last point referred to the engagement of the expert Mrs. Zeynep Ahunbay.
While analyzing the technical evaluation of the BGS company, the staff column,
Mrs. Zeynep Ahunbay was awarded the highest marks and in such a way enabled the
BGS company to participate further in the competition. When the Project
Coordination Unit asked for the time of engagement of Mrs. Zeynep Ahunbay in
the project, BGS proposed seven (7) days.
Project Coordination Unit could not accept that a member of the
key personnel (conservationist, restorator) in the project spends seven working
days in a month .
In the beginning of the negotiations Project Coordination Unit
asked for Mrs. Zeynep Ahunbay to spend a whole month in the period of 18
months.
Aware of the great occupancy of Mrs. Ahunbay, Project
Coordination Unit conceded to 15 working days, in the period of 18 months. BGS
was not able to fulfill the required period, and it [DP5] intended? to fill in the vacant period with Mr. Prof. Kusto.
Project Coordination Unit could not accept the proposed
proposal, but it held firm to its principles, not wishing to give way below
employment of 15 working days for Mrs. Ahunbay, aware of the difficulty of the
project and the total assignment.
Aware of the great responsibility and the difficulty of the
project of the building of the Old Bridge, Project Coordination Unit could not
make any further concessions below the abovementioned number of days.
BGS at the end of the talks offered 11 (eleven) working days.
After big negotiations, and the correspondence between BGS,
Project Coordination Unit and World Bank, Project Coordination Unit requested
from World Bank to approve the termination of the negotiations, and to approve
the negotiations with the second-ranged company Omega Engineering from
Dubrovnik.
On 15th June 2002 World Bank approved Project Coordination
Unit to start the negotiations with Omega Engineering. On 19th June
2002 Project Coordination Unit and Omega Engineering company started
negotiations.
Project Coordination Unit was categorical in fulfilling all the
requirements. Conservationist PhD. Mr. Željko Peković agreed to work for 30
days on the project in the period of 18 months.
As well director of the project Mr. Gotovac B. confirmed his
stay for 30 days in the period of 18 months.
And the remaining personnel as well fulfilled all the requirements
of the Project Coordination Unit.
On 21st May Project Coordination Unit sent the
contract to the World Bank, and it received its approval to the contract on
On Project Coordination Unit signed a contract with
Omega Engineering, company which will implement the supervision at the building
of the Old Bridge in Mostar.
8) Stone cutting operation
On 8th November 2001 Project Coordination Unit signed
a new contract with the “Dent – kamen” company from Mostar, relating to the
delivery of 300 m3 for the needs of the building of the bridge.
Since the advance payment amounting 150.000,00 DEM (50% of the contracted
amount) has been duly paid, “Dent – kamen” company set out to prepare the
abovementioned stone quantities.
For the past period of six months in 2002 it was delivered 208 m3
of stone, whereas the remaining 92 m3 of stone will be
delivered during July and August.
After the realization of the abovementioned contract Project
Coordination Unit plans in August 2002 to contract the last 150 m3 of
stone, and in such a way to bring the stone procurement to its end. Out of the
abovementioned stone quantity, 50 m3 of stone will be used as the
spare stone in case of damaging of the cut blocks. Project Coordination Unit
will deliver this stone quantity to the ER-BU company as the contractor.
“KARA-DRVO” company from Kiseljak which accomplishes the stone
cutting operation, cut 910 blocks with the supervision of the Geological
Institute of Bosnia and Herzegovina from Sarajevo. The remaining 170 blocks we
would like to realize as soon as possible in order to complete this operation
fully, and in such a way to enable to the contractor to start the operation of
the chiselling of the stone.
9) Completion of the structures belonging to the neighbourhood
component
By the end of 1001 Project Coordination Unit signed two
contracts within the neighbourhood component program.
1.
Northeastern zone of the banks of the Radobolja river
2.
Jusovina square - the access to the river
The works were accomplished successfully by the contractor.
Committee for the technical evaluation composed of the
representatives of the Project Coordination Unit, duly surveyed the abovementioned
structures.
All the remarks which were made on the technical delivery were
removed, and in the repeated survey it was found out that the structures were
done well and conforming to high-quality standards.
Finishing with these two structures, Project Coordination Unit
completed five (5) structures out of the complete eleven (11) structures
belonging to the neighbourhood component.
10)Implementation of tender for the selection of the companies for
the structure 5.
As Project Coordination Unit received the approval from the
World Bank to launch the tender for the structure “General improvement of the
banks of Radobolja between the bridges of Kriva ćuprija and Oručevića m.”, that
was done on 14th June 2002.
At the tender the following companies turned up:

After the analysis
of the submitted bids the tender committee concluded that the bid of the
“Fajić” construction company was the most favourable one, and that it amounts
64.540,00 KM.
In the expectation
of the approval from the World Ban Project Coordination Unit prepares a
contract for the abovementioned company, in order for the works to start as
soon as possible.
11)Preparation of the project documentation for the structure of
“Napredak” Croatian Cultural Association (from the program encompassing three
structures to three peoples)
As you are aware,
the program of the rehabilitation of the structures belonging to three peoples
is still under way.
The project
documentation for the rehabilitation of the buildings of the “Napredak”
Croatian Cultural Association belonging to the Croatian peoples has been
prepared.
By finishing the
structural engineering of the structure, and its installation, Project
Coordination Unit will launch a tender for the implementation of the works by
the end of September 2002.
After contractual
signature with the future contractor of the works, follows the completion of
the project documentation for the Wakuf Palace and the Metropolitan Palace.
The project
documentation for the abovementioned structures will be prepared by the
designing office of the Aga Khan Foundation in Mostar.
12)Program of “UNESCO”
Program of “UNESCO”
covers the building of the Kriva cuprija in Mostar.
As you are aware
the means for this project have been provided by the government of Luxembourg.
UNESCO has prepared the project documentation, it has launched the tender and carried
out the selection of the contractors. “Garant” company from Mostar has
accomplished the abovementioned structure exceptionally well and respecting
high-quality standards.
Soon it is expected
to start the building of the traditional Turkish city baths called “Hamam”,
where UNESCO runs the whole program of the works as well.
The refurbishment
of the structures in the old city part with each day takes a nice look both in
the eyes of tourists, and all the citizens of the city of Mostar.
Final comments and
the problematic points of the Project Coordination Unit
At the end of this
report we would like to voice some negative remarks in the course of the work
in the project.
A big shortcoming
of the technical assistance we deem to be the archaeological investigation of
the towers. We opine that the technical assistance should place the
archaeological investigations in the project assignment of the preparation of
the main design of the “Tara” and “Halebija” towers. In this case the companies
would provide the complete bid as well for the complete assignment. The
additional preparation of the assignment for the archaeological investigations,
implementation of the tender for the archaeological works, has brought about a
delay lasting six months, so that the Omega Engineering company faced a very
difficult situation.
Only with a great
engagement the abovementioned company the preparation of the main design was
brought to its end.
We have to stress
as well that the project documentation preparation for the building of the
bridge, implementation of the tender for the building of the bridge, has taken
a long time too.
The standpoints of
the technical assistance and UNESCO were extremely firm, in particular while
selecting the companies to build the bridge.
The selection of
the supervisor specially slowed down the work on the building of the bridge.
The tender committee composed of the representatives of the Project
Coordination Unit and UNESCO, did not yield the expected results.
As you are aware,
the expert team of UNESCO which was engaged in the tender committee headed by
Mr. Pressoyre, did not provide the passing marks to the companies of BGS and
Omega Engineering, but only to Bonifica.
Since in compliance
with the World Bank procedures it is not possible, World Bank set up a new
committee comprising three independent members who realistically analyzed the
technical bids, and they provided their approval to the three companies: BGS,
Omega Engineering and Bonifica.
At the opening of
the financial bids the order of the companies for the supervision looked as
follows:
1. BGS
2. Omega Engineering
3. Bonifica
Since we set down
to negotiations for the signature of the contract with the BGS company, big
problems emerged with regard to the engagement of Mrs. Zeynep Ahunbay, whom BGS
was not able to include more than 11 days a month, and Project Coordination
Unit could not accept it.
These negotiations
and the correspondence lasted over 40 days. When all the options were tried
out, Project Coordination Unit demanded from the World Bank to allow for
negotiations with the second-ranged company to be held.
As you can
conclude, the process of the supervisor selection lasted for a long time too.
We are all aware
that the expert conference was held on 6th April 2001.
The abovementioned
expert conference was chaired by Mr. Léon Pressoyre.
Since the date of
the holding of the abovementioned conference, the interest of the experts of
UNESCO, excepting the office in Sarajevo, in the project of the Old Bridge in
Mostar faded quickly.
About those
problems we notified Mr. Bouchenaki too during his visit on 27th
June 2002 in Mostar when he visited Project Coordination Unit.
Project
Coordination Unit overcame all the problems in the past period, and it overcame
with the World Bank.
Owing to the World
Bank, Project Coordination Unit realized successfully, and brought the project
in a fairly good state.
Project
Coordination Unit wants to point out as well that without joint work of the
World Bank, technical assistance, UNESCO, Aga Khan, city administration of the
city of Mostar the normal realization of the complete project will not be
possible.
Mr. Bouchenaki
expressed his readiness to hold a conference of experts in September, where he
himself would chair the conference.
Public relations,
marketing of the project, still remains the Achilles’ heel of the project.
Mr. Drnda Adnan,
who received approval from the World Bank, has not turned up yet at the
negotiations with the Project Coordination Unit.
Project
Coordination Unit on two occasions asked for a meeting with a view to further
negotiations, and the contractual preparation.
If Mr. Drnda does
not show up in the next period, Project Coordination Unit will ask for the
further instructions from the World Bank for the solution of the abovementioned
problem.
As well we would
like to underline a good collaboration with the city administration of the city
of Mostar and the cooperation with Aga Khan Foundation which as well invests
big efforts in the realization, and the restoration of the neighbourhood
component structures.
Finally, we would
like to extend our warmest thanks to Mr. Lawrence Hannah, Mr. Ahmet Gokce, Mr.
Joseph Ingram, and to Mrs. Vesna Frančić who invest great efforts in the
realization of the project of the Old Bridge in Mostar.
