1.                                                       1.Project activities in the abovementioned period

 

 

Being aware of the overall situation in Bosnia and Herzegovina namely Federation of Bosnia and Herzegovina, and in particular in the City of Mostar, results of the PCU-a from 30.06.2000. to 31.12.2000. are exceptionally good. We are sure that the results would have been even better if the contract termination by the E.C. with Mr. Gilles Pequeux had not taken place at the very beginning of the abovementioned period from 21.06.2000.  to 01.08.2000. Owing to the World Bank and Mr. Lawrence Hannah who have duly understood the situation, and found the appropriate resources for funding of Mr. Gilles Pequeux, so the PCU has overcome the situation which has emerged. On 31.07.2000. PCU made a contract with Mr. Gilles Pequeux lasting five months, namely from 01.08.2000. to 31.12.2000. amounting 80.000,00 $. With the contract have been defined all the work positions for the abovementioned period. By way of preparation of a timeframe, all the activities of the PCU have been taken into consideration for the abovementioned period. The first tenders will deal with cutting of the stone, and the selection of cutting stone supervisor.

 

a)                         a) Contract, stone cutting NCB 001

 

Based on contract numbered 40198 dated 20.01.1998. made between "Stari Mostar" Foundation for the reconstruction of the  Old Bridge in Mostar and Institute for geotechnics and foundation engineering» in Sarajevo, a program for the extraction and testing of the stone blocks for building of the «Old Bridge» in Mostar has been made. With this program has been covered 400 m3 blocks which have been quarried from the Mukoša quarry and thoroughly examined, marked and transported to  «Komos» city dump, which has been properly prepared for the storage of the procured stone as well. Project Coordination Unit of the building of the Old Bridge has prepared the project assignment, and finalized the tender for the machine stone cutting operation. In addition we wish to point out that the Italian company General Engineering from Florence duly submitted the documentation regarding every single stone block to be cut. Every block acquired with the abovementioned operation of cutting is obligatorily augmented for 3 cm at every block side in order to cut it to size with cutting. For the abovementioned tender (4) four companies registered and we have sent to them the bidding document. The bids have been submitted by two companies respectively:

 

·        «Kara drvo» from Kiseljak

·        «Granit» from Jablanica

 

Tender committee comprised by the PCU and Unesco representatives has duly carried out the bid opening, and carried out a detailed analysis of the bids which have come. The bid of the «Kara drvo» company amounted 144.159,30 convertible German marks and work implementation deadline lasted 90 days, whereas the bid in «Granit» Jablanica amounted 5000. 000,00 convertible German marks and work implementation deadline lasted 90 days. Tender committee has proposed company «Kara drvo» as the stone cutting operation contractor at «Komos» city dump. On 04.12.2000.  PCU signed a contract with «Kara drvo» company, and the works have officially started on 11.12.2000. since the preliminary works, machine mounting and the remaining accessory structures have been implemented beforehand. In order to carry out the abovementioned operation extremely well,  it is necessary to appoint a supervisor who is going to monitor fully the cutting of every stone, to implement quality control and the ultrasonic laboratory tests, strength and shear.

 

 

b)                        b) Supervisor contract for cutting of the stone «Tenelije» SC 002/2000

 

Supervisor project assignment has been prepared by the PCU, and 11.09.2000.  an announcement for it has been made. To it reacted the following applicants:

 

·        Zahirović Hamdija - Jablanica (Bosnia and Herzegovina)

·        Kršinić Ante – Korčula (Croatia)

·        Buzančić Tomislav – Zagreb (Croatia)

 

With the analysis of the bid tender committee comprised by PCU and UNESCO, has made a decision that for the supervisor Kršinić Ante should be appointed. The amount of the abovementioned contract has amounted 45.000,00 DEM, work implementation deadline lasting 90 days. The contract has been signed on 04.12.2000. The overall documentation as to block cutting which has been prepared by the General Engineering from Florence in addition to «Report on realization of the program of the extraction and tests of the stone blocks for building of Old Bridge» prepared by the Institute for geotechnics and foundation engineering» in Sarajevo has been handed to Mr. Ante Kršinić. Technical meetings have been held, where we have been trying to solve all the emerging moot questions. By keeping in daily touch with Mr. Rozić, Ćišić we wish to overcome the emerging problems on-the-go. As well have been engaged the representatives of the Institute for geotechnics and foundation engineering, plus the representatives of Unesco in Bosnia and Herzegovina. In any case we wish to make a high number of blocks in order for the expert team at its VIth conference which is scheduled in Februaru 2001. to voice its opinion regarding the cut stone, and on the remaining activities.

 

c)                         c) During the minimal period, preparations for the two additional tenders have been made:

 

1.1                          1.1 «Tara and Halebija» tower project documentation preparation tender

1.2                          1.2 “Old Bridge” foundation repair tender, which additionally encompasses the cracks on the bank bridge walls.

 

 

.1                           1.1 For the «Tara and Halebija » tower tender project assignment has been prepared by the PCU, and on 14.09.2000.  it has announced an advertisement for the competition where the following companies have registered:

 

·        Hauswald und Pilz, Freie Architekton – Germany

·        Euroestudios. s.a. – Spain

·        BGS Ingeursozietat - Germany

·        I.Uran Badur – Turkey

·        Omega Engineering – Croatia

·        Arhitekton – Croatia

 

Tender committee has made a technical analysis of the bids and graded every emerging bid, the final report has been addressed to the World Bank. With the approval for the technically estimated bid, we set down to opening up of the financial bids of the abovementioned companies. We would like to stress that the Turkish company I. Uran Badur has made low grades during the technical evaluation, so that the financial bid of this company we have not opened up, but we returned it as we are obliged according to the World Bank procedures. Analyzing the technical grades and financial indicators, the Croatian company Omega Engineering has been awarded the assignment. The value of the works amounts 462.000,00 DEM. Project documentation preparation deadline lasts 23,5 weeks. Since the World Bank has given its approval for the abovementioned company (18.12.2000. ), PCU has notified it, and set down to the contract preparation. Abovementioned contract signature will follow up after the  acquisition of the World Bank approval for it.

 

.2                           1.2 For the Old Bridge foundation and river wall repair tender, project assignment has been made by the PCU as well.

The announcement has been published in the international magazine Development Business, then it has been addressed to all the embassies and consulates in the state of Bosnia and Herzegovina. Italian embassy has been asking for the prolongation of the tender time term lasting two weeks. PCU with the approval of the World Bank has accepted the prolongation for one week in order to check the PCU timeframe. Italian embassy has been notitied about all these points again. For the abovementioned tender ten (10) companies have registered, and the tender committee comprised by PCU and Unesco representatives has approved  eight (8) companies, taking into consideration that the companies had to submit additional information. The foundation project assignment has been approved by the World Bank,  taking into consideration that in the specified period we expect the approval for the selected companies. With the acquisition of the abovementioned approval,  PCU shall send the project assignment to the selected companies. The commencement of the abovementioned works has been scheduled in March 2001.

 

 

d)                        d) In December 2000.  PCU has begun “Old Bridge” building project assignment preparation.

 

The company prequalification preparations have been carried out, so by the end of January 2001. we can expect announcing the advertisement in the Development Business. Abovementioned tender will necessitate a great engagement of all the members of the PCU, UNESCO and Expert team. World Bank support in this case is the most important one, both in the financial respect, and in the expert part of the procurement too. With joint forces and teamwork, we believe in the realization of the overall project.

 

c) Neighbourhood components

 

Neighbourhood component project documentation is prepared by the design office of Aga Khan in Mostar. We have to stress that the project document preparation is very detailed and conforming to high quality standards. Tender procedure is implemented by PCU. Since the structures with a lower financial level are in question, in that case a local tender is implemented. PCU has implemented three tenders which belong to the neighbourhood component so far.

·  Wall east

·  Wall west

 

1.                         1. Watermill «Buka»

 

Tender for abovementioned project has been carried out 18.09.2000.  The part in this tender have taken five (5) companies respectively:

 

·  G. P. Bišina – Mostar

·  G. P. Građevinar – Mostar

·  «MIP» - Mostar

·  G.P. Duraković – Mostar

·  G.P. Garant – Mostar

 

As the detailed analysis of the submitted bids by the PCU tender committee has been made, its minutes has been sent to the World Bank for the comments. For the structure of «Buka» watermill, the most favourable and the best bid was the bid of the company «Građevinar» Mostar. The value of the works amounts

90.003,54 convertible German marks. Signature of the contract has been effectuated on 20.11.2000.

 

2.                         2. Wall east

 

Tender for the abovementioned structure has been carried out on 13.10.2000. The part in this tender have taken four (4) companies respectively:

 

·  G.P. Duraković – Mostar

·  G.P. Bišina – Mostar

·  G.P. Građevinar – Mostar

·  G.P. Garant – Mostar

 

After the analysis of the submitted bids, tender committee PCU has forwarded the report to the World Bank. For the structure «Wall east» the most favourable and the best was the bid of the company G.P. Duraković Mostar. The value of the abovementioned works has amounted 36.628,00 convertible German marks. Work implementation contract was signed on 18.12.2000.

 

3.                         3. Wall west

 

Tender for abovementioned structure has been implemented on 18.10.2000. The part in this tender have taken four companies respectively:

 

·  G.P. Duraković – Mostar

·  G.P. Bišina – Mostar

·  G.P. Građevinar – Mostar

·  G.P. Garant – Mostar

 

After the detailed analysis of the submitted bids, PCU has forwarded the report to the World Bank. Till 31.12.2000.  no approval for the proposed company G.P. Građevinar which has been chosen by the tender committee has been given.

 

In the past period fifth ICE session has taken place. It was held on 26.10.2000. and it lasted till 28.10.2000. After the detailed analysis of the overall problematic points in the “Old Bridge” project, the expert team has reached fourteen (14) conclusions.

 

Decisions of the fifth ICE session for the rebuilding of the Old Bridge and rehabilitation of the old city part in Mostar, from 26-28.10.2000.

 

 

1.The ICE endorses the revised plan of operations for the project presented by the PCU and expresses its satisfaction at the implementation of ongoing activities by the PCU.

 

2.The ICE asks the PCU to assure timely and appropriate information for assignments, including towards embassies in Bosnia and Herzegovina, who will be asked to publicize the assignments in their countries in order to reach a reasonable number of companies.

 

3.The ICE reiterates the decision of the 4th Session regarding the drainage system on both riverbanks behind the abutment walls and also regarding archaeological investigations in the project for the restoration of the two towers. 

 

4.The proposals of the joint-venture Yeralti Armacilik-CONEX regarding the reinforcement of the foundations of the Old Bridge and the consolidation of soil behind the abutments are adopted and the joint-venture is asked to correct its final report, which will become the basis for the tender documentation. 

 

5.The future contractor for the foundations will be asked to ensure that no ecologically damaging materials or processes will be used, and he will be held responsible for any damage to the environment.

 

6.LGA is asked to propose only INOX steel for interior dowels and clamps for the Old Bridge, and  forged iron for visible clamps and the fence that is as similar as possible to the original materials.

 

7.The ICE notes that, according to the laboratory tests the stone from Mukosa quarry has the same characteristics as the old tenelija stone used in the Old Bridge.  Therefore, the ICE recommends, after using the maximum quantity of old stone in zones of lower tension, that the tenelija stone from the Mukosa quarry should be used on a regular basis according to the specifications established by General Engineering. 

 

8.The ICE expresses concern about the suggestions made by LGA concerning new mortar.  The ICE asks LGA to carry out more complete analysis and investigation of the old mortars in order to prepare the composition of new mortars that will satisfy all archaeological requirements.  It must be known if the composition of the old mortars is acceptable from the viewpoints of statics and durability.   The origin of the colour of red mortar must be clarified, i.e. whether made of bauxite, ground brick, or natural red earth (terra rossa, pouzzalana).   The composition of the new mortars must be submitted to the PCU and UNESCO as soon as possible in order to avoid any delay in the implementation of the plan of operations. 

 

9.The ICE suggests that the large blocks of stone still in the Neretva riverbed, which cannot be reused in the restoration process, should remain in their present location in the Neretva riverbed as a testimony and monument to the destruction of the Old Bridge.   At the same time it is suggested that a small significant selection of blocks located on the platform, and of archaeological interest, should be preserved in view of museum display.

 

10.The ICE asks General Engineering to prepare proposals for the repair/restoration of the abutment walls against future floods.  The ICE insists that rebuilding the Old Bridge does not imply the repair of small damage: a proper balance must be found between static security, durability and visual effect. 

 

11.Regarding the pavement of the Old Bridge it was decided that all the old krecnjak stone should be reused and that the remaining parts should be composed of suitably prepared krecnjak stone in order to attain the same appearance.

 

12.The ICE welcomes again the adoption, on 12 June 2000 by the City of Mostar of the Rehabilitation Plan, prepared by UNESCO in 1997.  Nevertheless it deeply regrets that a management plan based on the UNESCO plan has still not been prepared for adoption by the City of Mostar, which unfortunately has facilitated uncontrolled urban development.

 

 

13.The ICE stresses that conservation in Mostar cannot be divided according to municipal districts and recalls to the City of Mostar the urgent necessity of preserving the architectural, historical and environmental values of Mostar as a whole, particularly in connection with the project for the Old Bridge and the nomination for the World Heritage List.   To this effect Messers Beschaouch and Pressouryre are requested to prepare a letter for the signature of the Director-General of UNESCO addressed to the authorities of the City of Mostar.

 

14.The ICE welcomes the recommendation of the PCU that the ICE should  reinforce the technical expertise of the evaluation committee for all future assignments.

 

The date of the holding of the sixth expert team session has been scheduled, end of February or beginning of March 2001.

 

The problem of Procurement Officer training for Mr. Ante Šain is over. PCU has signed up a contract with Ms. Miloš Zorica on 20.11.2000. In accordance with the abovementioned contract the training will be finished in May 2001 and it will last for six months in total. The contract value amounts 18.360,00 DEM.

At the end of this meeting we have to express our great gratitude to the World Bank, UNESCO, Aga Khan Foundation, expert team and to the mayor Mr. Safet Oručević and deputy mayor Mr. Nevenu Tomić who have in the past period made great efforts in order for the project «Stari most» to achieve big results.

Apart from the big problems which PCU for the building of the Old Bridge got over, the summary in 2000.  is eight (8) signed contracts relating to the various activities on the project.

PCU expects a big support as well and help in 2001. by all the project participants, for in the subsequent period there are still bigger and more challenging tasks ahead of us.
