Activities in the project covering the abovementioned period

 

 

In the early 2001. god. PCU has prepared an extremely ambitious plan of activities in 2001.

 

(I)                   The first contract which has been signed on 27.01.2001. god. has dealt with the preparation of the main project of the repair of the «Tara and Halebija» towers, as well as the structures located between the towers and the Old Bridge.

(II)                 The second contract deals with the start of the works with regard to Old Bridge foundation repair. The abovementioned contract has been signed on 26.04.2001. god.

(III)                As the first stone cutting phase has been finalized,  PCU in consultation with the city administration of the city of Mostar on 08.05.2001., a contract pertaining the acquisition of 200m3 of stone has been signed. As well has been signed the contract relating to the stone extraction supervision from «Mukoša» quarry, and the supervision on the cutting of the remaining stone quantities too.

(IV)              Pre-qualification of the companies for building of the bridge has been completed.

(V)                Pre-qualification of the companies for the supervisor for the building of the bridge has been completed.

 

In our further exposition  we wish to cover every single item in detail, and to provide you with the best information for any position.

 

I  Contract numbered  004/2001 – «Tara and Halebija» tower reconstruction

 

In our report presenting activities from 01.01.2001. to 30.06.2001. we have described in detail the course of activities at this assignment. At the very beginning of the realization of the set assignment, Omega Engineering company pointed out on 22.02.200. the problems with archaeological investigations. Tehnical Assistance, Mr Gilles Pequeux has not duly reacted to the assignment set by Omega Engineering. The comprehensive problem archaeology has been discussed at the technical meeting which has been held on 30.08.2001. at the initiative of  Mr. Rozić Tihomir (PCU – Mostar). At the abovementioned meeting the minutes of Mr.. Nicolas Fachere has been accepted for Omega Engineering to carry out the  archaeological investigations, and that their assignment should be enlarged to comprise Herceguša tower as well. The assignment extension will be split into three parts:

 

(A)       Appendix of the contract of the consultant within the points to authorize by procuedure

(B)       Construction works which have to be implemented regarding the archaeological investigations

(C)       Study of the drainage works

 

All the activities under the point (A) have been undertaken by Omega Engineering. Under point (B) PCU has implemented a tender for the archaeological investigations. Tender was carried out on 19.10.2001. where the following companies have shown up:

 

1.       Hidrogradnja – Sarajevo

2.       Grasa – Zagreb

3.       Dom-Izgradnja – Dubrovnik

 

After the bid opening, and the detailed analysis of the bids, tender committee has confirmed that the company GRASA from Zagreb has been the most detailed one and the one conforming to the highest quality standards, so that the tender committee has opted for the abovementioned company. On 11.12.2001. we received the approval for the abovementioned company. PCU Mostar on 21.12.2001. signed a contract for the abovementioned company, with work completion deadline 90 days. The preparation of the main project for the towers, Omega Engineering plans to finish on 30.03.2002.. It has been decided that the study of the water regime and the drainage for the walls should be restored later on. Cost estimate of the repair of the towers and the structures between the bridge and the towers amount 1.7 million $. PCU prepares advertisement for the prequalification of the companies for the building of the towers and the structures. The advertisement was sent to the World Bank on 15.01.2002., so we expect its approval soon. The procedure of the pre-qualification of the companies we wish to carry out in order to accomplish the comprehensive tender as soon as possible, and to enable the start of the building of the towers and the structures.

 

II  Contract numbered 001/2001 regarding bridge foundation repair

 

As you know Old Bridge foundation repair contract was signed with the Yapi Merkezi company from Istanbul on 26.04.2001. The preliminary works lasted till  07.06.2001. when the start of the works has officially taken place. The supervision team has been led by Mr. Gilles Pequeux, consisting of Ms. Snježana Hadžić and prof. Tomislav Ivanković. At the very beginning of the works certain project changes have taken place. It has been decided that instead of DURABAG BAGS we should implement a classical board formwork of the (9) selections on the right foundation, and then to grout them. As the supervision has completely accepted the abovementioned changes Yapi Merkezi set out to implement the assignment mentioned above. We have to point out that the works in June, July, August and Septembru were implemented very slowly, not sticking to the timeframe. PCU has invested the best efforts to ensure the appropriate water level in order for Yapi Merkezi to realize its assignment unimpededly. We would like to point out a big engagement of the EP BiH and EP HZHB who have made big efforts in order to enable the appropriate water level during the works. In October a considerable acceleration of the works has taken place, taking into account that the climatic conditions have been extremely favourable for this time of year. During foundation repair the supervising agency has been particularly insisting on the quality of the works. After the completion of the works we set out making tomographic records of the foundations. The records have shown that on the left foundation side the results are not satisfactory, so the order for the additional drilling has been issued (20 boreholes), and additional grouting. Repeated records showed good results, both in the right and the left foundation, and in such a way confirmed the quality of the works. PCU has  required as well the detailed demobilization of the site, and restoring of all the area into the original condition. The supervision of the Neretva riverbed we have carried out separately in order for all the superfluous elements to be removed. On 27.12.2001. a technical meeting of the representatives of Unesco, technical assistance, and the representatives of the PCU was held. At the meeting the following conclusions have been made:

 

In conformity with the decions on the meeting among Project Coordination Unit, Project Coordination Unit Technical Assistance and UNESCO-a held in Mostar on 27.12.2001., it is indispensable to carry out the following core drillings with the additional core repair, in order to check the results and the effects of the grouting procedures.

 

A)     Those boreholes should be 8 meters deep, with 80 mm diameter at the borehole end, inclined with angle of 45 degrees. The positions of those boreholes should be as follows:

 

Left bank:

 

1.                   Additional number of drillings 1 L, 30 cm upstream from the downstream edge of the left abutment wall;

2.                   Additional number of drillings 2 L, in the middle of the distance between the profiles  7L and 7-8L

3.                   Additional number of drillings 3 L, 30 cm downstream from the upstream edge of the left abutment wall;

 

Right bank:

 

1.                   Additional number of drillings 1 R, 20 cm downstream from the upstream edge of the right abutment wall;

2.                   Additional number of drillings 2 R, in the middle of the distance between the profiles 7R and 8R;

3.                   Additional number of drillings 3 R, 20 cm upstream from the downstream edge of the right abutment wall;

 

The abovementioned locations of the additional drillings are presented in three enclosures.

 

B)    The following investigations are to be executed at the repaired cores:

-         Detailed visual and photographic survey of every restored core, with special attention to grouting mass traces.

-         Monoaxial strength against the core compression, 24 tests (4 per every borehole respectively, on every 2 metres of distance)

 

C)    A detailed investigation on the abovementioned operations should be submitted to the Project Coordination Unit Technical Assistance and to UNESCO.

 

If we get deeper into the analysis of the bridge foundation repair it may be concluded that the Yapi Merkezi company has signed the abovementioned contract, but the complete assignment it has taken over to «Karitaš» company. The equipment, personnel and the technical staff belonged to the «Kartaš» company, only a small part of the expert cadre has been composed of the Yapi Merkezi company experts.

 

III  First stone cutting phase completion

 

PCU has set down to the preparation of the next contract for the purchase of 200m3 of stone. The contract for the purchase of the abovementioned quantities has been signed on 08.05.2001. «Dent.Kamen» company Mostar. Supervision on the stone extraction from the «Mukoša» quarry has been entrusted to the Geological Institute of Bosnia and Herzegovina. Supervision on the cutting of the stone has been entrusted to the Geological Institute of Bosnia and Herzegovina as well. On 12.03.2001. was held a meeting at World Bank premises in Sarajevo where were present: Mr. Ahmet Gokce, Mrs. Vesna Frančić, Mr. Tihomir Rozić, Mr. Ante Šain, Mr. Gilles Pequeux and Mr. Rusmir Ćišić. A conclusion has been made to take into perspective the option that the supervision at the stone extraction should be also carried out by the supervision on the cutting of the stone. The aboveementioned agreement has been respected fully. As well it has been agreed that Kara-Drvo company should cut additional 100m3 in accordance with the set price for 260m3 . The abovementioned costs of the stone acquision are covered by the city government, and the supervision on the stone extraction in the quarry, taking into account that these resources do not enter as the city participation in the projekt.. The stone cutting supervision costs are covered by the City government, taking into consideration that they enter as the city participation in the project. The final delivery amounting 200m3 was completed on 22.12.2001. Kara-Drvo company has cut 700 block pieces so far. In order to cut the remaining 388 blocks it is necessary to make a purchase of additional stone quantities 400 m3 , and to provide 50m3 of stone as an additional reserve in case of breakdown on some blocks. The acquisition of the abovementioned 450m3  of the stone, and its delivery has to be expeditious and quick. PCU on 08.11.2001. signed a contract for purchase of 300m3  with a standard price of 1m3 = 1000,00 KM. The delivery of the abovementioned quantities should set out in January 2002, taking into account that City government of City of Mostar has to pay the advance payment in the amount of 150.000,00 KM. The  Dent-Kamen company owner is also obliged to respect the agreed obligations with the reception of the advance payment. If the stone is duly delivered, the remaining blocks will be completely cut, and will be ready to be cut down to size with the help of the chiselling procedure.

 

IV  On 16.06.2001. a tender for prequalification of the companies for building of the bridge was carried out

Inter-invest company has thanked for the participation. Of the remaining eight (8) companija, tender committee composed of :

has selected three companies, and sent the final report into the World Bank for harmonization. With certain amendments, comments on 11.12.2001. we received the World Bank approval for the following three companies:

 

  1. ER-Bu – Turkey
  2. Quelin – France
  3. Pontelo – Calosi Delmastio – Hidrogradnja (joint venture)

 

All the necessary project documentation was sent on 14.12.2001 with the notice that it is necessary to submit the bids for the building of the Old Bridge on 05.02.2002. at 14:00 hours. Project Coordination Unit will invest immense efforts to sign the contract duly with the contractor in order for the bridge building to set out according to the planned deadline.

 

IV Expression of interest for the supervisor for the building of the bridge

 

On 16.06.2001. companies submitted the prequalification documentation. Tender committee composed of:

met on 17.06.2001. To the supervisor prequalifications twenty (20) companies registered their interest. With the help of a detailed analysis of the submitted documentation of all the registered companies, tender committee has selected six (6) companies:

  2. ARCOING d.j.l. Sarajevo, Bosnia and Herzegovina
  3. Enel Hydro S.p.A. Seriate (BG), Italy
  4. Bill Harvey Associates, Exeter U.K.
  5. BONIFICIA SPA Roma, Italy
  6. Omega Engineering d.o.o Dubrovnik, Croatia

 

The final report the tender committee sent on 18.10.2001. into the World Bank. After certain corrections, amendments and the like, World Bank 13.12.2001 approved the list of the companies for the supervisor.

On 27.12.2001. PCU sent to the companies all the necessary documentation in order for them to prepare their bidding documents.

 

NEIGHBOURHOOD

 

In the past period PCU Mostar has launched two tenders belonging to the neighbourhood component:

 

  1. Northeastern zone of the Radobolja riverbanks
  2. Jusovina square and the river access

 

 

  1. Northeastern zone of the Radobolja riverbanks

 

On 27.08.2001. at 14:00 hours tender committee composed of:

 

  1. Ante Šain – PCU Mostar
  2. Rozić Tihomir – PCU Mostar
  3. Ćišić Rusmir – PCU Mostar
  4. Dugalić Esved – Aga Khan Foundation

 

implemented the opening of the submitted bids for the neighbourhood component. Northeastern zone, Radobolja riverbanks. The bids have been submitted by the following companies:

 

  1. G.P. Građevinar – Mostar
  2. Komos – Mostar
  3. Garant – Mostar
  4. G.P. Duraković Salko – Mostar

 

After a detailed analysis of the submitted bids, tender committee has decided to entrust the abovementioned assignment with Garant company – Mostar. World Bank has provided its approval for the abovementioned company on 15.11.2001, so the PCU on 27.11.2001. signed the contract with the abovementioned company.

 

  1. Jusovina square and the access to the river

 

On 04.07.2001. a tender committee meeting for the abovementioned assignment was held. The following companies have registered its interest for the tender:

  2. G.P. Amitea – Mostar
  3. G.P. Duraković Salko – Mostar
  4. G.P. Građevinar – Mostar
  5. Kara-Drvo – Kiseljak
  6. Profi-gradnja – Mostar
  7. Garant – Mostar

 

After a detailed analysis of the submitted bids, tender committee has forwarded the final report to the World Bank. On 15.11.2001. we received the World Bank approval for Kara-Drvo company – Kiseljak. On 27.11.2001., PCU signed the contract with the abovementioned company. Buka watermill works have been completed in full, so that the tehnical take-over of the structure has been carried out as well.

 

-         During year 2002, PCU Mostar plans to realize (3-4) structures belonging to the neighbourhood component, whereas the remaining structures we plan to finish in year 2003.

-         Kriva Ćuprija building resources have been provided by the government of Luxembourg, and the whole job of its building has been entrusted with the office of Unesco in Sarajevo. For the building of Kriva Ćuprija a public tender has been launched, and the assignment has been awarded to the Garant company – Mostar. The works are under way, and we expect the completion of the works within the specified deadline.

 

We would like to inform you as well that the Herzegovina-Neretva canton and the City administration of the city of Mostar have with their joint resources carried out the repair of the Radobolja riverbed banks 120 metres long. They have expressed as well their readiness to keep up the works in year 2002 in accordance with their abilities.

 

VI Mission of director Mr. Lawrence Hannah-a and the World Bank members

 

Mission composed of Mr. Lawrence Hannah, Ms. Maha Armaly and Mr. Ahmet Gokce stayed from 17th to 21st September 2001. in Bosnia and Herzegovina, and they have dedicated the majority of their time to PCU Mostar. Fundraising and the financing plan of our project was the first item of the mission. Mr. Lawrence Hannah has notified PCU Mostar that the governments of certain countries, as well as the European Development Bank have expressed their readiness for financing of our project. Additional funds amount 3.500.000,00 $. Taking into consideration the comprehensive funds which have been provided so far, and they amount 13.500.000,00 $,  they enable unimpeded work at the building of the bridge and the towers, in addition to eleven (11) neighbourhood component structures. PCU Mostar has notified the World Bank delegation that our project covers structures belonging to three peoples too.

 

  1. Zgrada HKD Napredak (structure belonging to Croatian people)
  2. Vakufski dvor (structure belonging to Bosniac people)
  3. Vladikin dvor (structure belonging to Serbian people)

 

World Bank delegation has given its approval that the planned funds amounting 50.000,00 $ can be utilized for the project documentation preparation for the structures in question. After the World Bank mission, PCU has conducted talks with Aga Khan Foundation, Mr. Amir Pašić who has launched the initiative that Aga Khan Foundation participates as well with 50.000,00 $ in the project documentation preparation. We believe that the comprehensive documentation will be prepared by 30.04.2002. The collaboration of the PCU Mostar and Aga Khan Foundation is on the exceptionally high level, thus providing guarantees for the success of the realization of the assignment in question. We believe that the World Bank will provide as well the remaining funds for the building of the structures belonging to the three peoples. With the building of the structures in question  even bigger and better collaboration of the peoples in this area will be created.

 

Collaboration with the city administration of the city of Mostar

 

PCU Mostar has prepared the budget for the 2002., and it has duly submitted the budget to the city administration for its adoption. In conversations with the mayor Mr. Neven Tomić and the deputy mayor Mr. Hamdija Jahić, we have pointed out that the provision of the planned funds for 2002. constitutes a very important factor in the realization of the planned assignments. In 2002. begins the building of the bridge, the towers, and one part of the neighbourhood component structures. We have announced the start of the works as well on the structures belonging to the three peoples, building of the UKD Napredak in Mostar. We would like to point out the acquisition of the remaining stone quantities, and its cutting down to its appropriate size. World Bank mission has completely prepared a detailed analysis of the funds for: the bridge, towers and the neighbourhood component. Material expenses of the PCU are extremely high as well, and in particular while preparing documentation for certain tenders such as the one for the building of the bridge, bridge supervisor, then office material acquisition, salaries, taxes, overheads and the like. In order for the PCU Mostar to duly meet its obligations, a sum amounting 10.000,00 $ is needed to be provided by the city government. Taking into consideration the budget for year 2002, the obligations of the city government are very high, so we are afraid that the funds will not be provided on time.

 

 

 

Public relation marketing  of the project

 

Public relation marketing of the project is considered as the weakest link in its realization. In addition to shortage of the financial funds for this purpose a big problem constitutes a lack of cadre which would be able to present such a big and important project in regard of marketing. We think that the arrival of the World Bank experts for marketing, as well as its lenghthy stay and work with local marketing experts would yield fruit. This point is particularly accentuated for the forthcoming period 2002/2003. when building of the bridge, towers, and the other structures begins. PCU is ready to help within its abilities (office, table, computer, office supplies and the like). That is why we ask you consider the possibility of solving of this problem.

 

Collaboration with  Aga Khan Foundation, World Monuments' Fund and UNESCO

 

We have to point out that the collaboration with Aga Khan Foundation, and Mr. Amir Pašić and his team in Mostar is exceptionally good. A young team of experts who work in the office of Aga Khan Foundation in Mostar make big efforts in preparation of the project documentation for the neighbourhood component, implementation of supervision of specific structures, and they build certain structures with the Aga Khan Foundation funds. City administration, PCU Mostar, Aga Khan Foundation have launched big activities regarding project documentation preparation in the field of infrastructure of the old city part, then environmental studies, which we deem to be a very important factor for the whole project. Aga Khan Foundation; PCU, and the representatives of the department for infrastructure of the city administration, hold meetings every month with regard to the problematic points. We have to point out that the infrastructure in the old part of the city complies in its major part with the European normatives for infrastructure. It is true that it is an extremely hard nut to crack, especially if we bear in our minds that the World Bank in the city of Mostar runs the project of water and sewerage, then this is the right time for taking into perspective and solving of the infrastructure of the old city part. We would like to pay a special tribute to the work of the department of Unesco in Sarajevo. A professional work of Mr. Colin Kaiser, Prof. Langof, Mr. Mulabegović, and Mr Šešum clearly contributes to the quicker solution of all the emerged problems in the project. In addition to Kriva Ćuprija project, we expect soon the realization of Turkish baths «Hammam». We believe that the collaboration with Unesco expert team will become even better stronger in the course of the building of the bridge and the towers.
