The definition of a cost-effective and environmentally appropriate sewerage collection and treatment system is paramount as the current system of directly discharging sewage into the Neretva River is unsightly and poses an increasing health hazard for the entire urban population.
 
Programmatic efforts should also aim at re-balancing the distribution of public uses throughout the city , particularly educational, health and recreational facilities, as well as avoiding unnecessary duplication in the different city sectors.
 
Additional consideration should be given to the adaptive re-use of the many public historic buildings in dilapidated condition
