Establishing the Largest Possible Consensus

Through its international  seminars and sustained consultations among donors and the planning institutions of West and East Mostar the project explores the the options available for the future rehabilitation and development of the city.

In order to be realistic, this consultative effort should aim at defining the minimum conditions necessary to ensure the viability of the urban system as a whole.

Priority consideration should be given to those measures capable of achieving a complementarity of urban functions and economies of scale, and to those which can be easily recognised as beneficial by all parties involved.
