and development should be seen as complementary facets of a single
strategy.
No
conservation plan can succeed without a comprehensive programme for the
entire city that must take into consideration the
existing conditions, constraints and potentialities.
Much
effort goes towards promoting a Strategic Development Plan through the
definition of macro-development strategies for
the wider city area and targeted policies for the different parts of the
historic city.
This
effort is pursued by gathering information, promoting consultations,
identifying general planning strategies and defining
special norms and plans for the different city sectors. |
