Public
domain areas, including open spaces such as streets, squares,
riverbanks, canals, etc., as well as special infrastructure
improvements have been identified and a separate technical brief
included in the Plan.
Actual
implementation will be deferred until detailed plans have been
formulated and financing becomes available.
Responsibility
for action in these areas lies primarily with the public administration.
However, forms of co-financing and private participation will be
encouraged whenever possible.
