The
breaking down of the pre-war system of urban planning and building
controls is apparent in the proliferation of piecemeal construction
and uncoordinated developments throughout the city.
There
is an urgent need to strengthen the local planning offices by:
- overhauling
and unifying procedures
- up-grading
office facilities and equipment,
- and
providing training in institutional matters, land management,
issuing of building permits. public programming and
administration.
Strengthening
planning institutions in order that they may better respond to their
institutional mandate is the first prerequisite in re-establishing a
consistent, orderly, and equitable urban management and development
system.
